The project Policy Instruments for Chinese Sustainable Future: Environmental Policy Integration and Strategic Environmental Assessment for the Energy and Transport Sector is financed by EU¡¯s EU-Asia Pro Eco II Programme.
The Wuppertal Institute for Climate, Environment and Energy leads the overall Action and is responsible for the project management.

The project includes 4 European and 4 Chinese Partners.
Sustainable development requires an integrated approach to policy and science because many of the issues it raises cannot be addressed within a single department or using the tools of individual scientific disciplines. This is where the Wuppertal Institute's research programme begins - by taking an interdisciplinary approach and working towards systems understanding. Applied sustainability research is the Wuppertal Institute's stated mission.
The fundamental objective of the research group "Energy, Transport and Climate Policy" is to analyse and discuss integrated energy, transport, and climate policies at different policy levels.
C4S is part of a non profit distributing research foundation. We work in partnership to generate and share knowledge for sustainable development. C4S¡¯s 400 specialists, many of whom are world-recognised experts, include scientists, engineers, sociologists, environmental planners, psychologists, economists and many other disciplines. C4S draws on this pool of specialists to provide creative solutions through innovative research and consultancy in the areas of; air quality and emissions, energy and climate change, impact assessment and management, noise and vibration, sustainable communities, waste and natural resources and materials and structures.
SEI was founded in 1989 and is an independent, international research institute specializing in sustainable development and environment issues. It works at local, national, regional and global policy levels, with centres in Sweden, the UK, the US, Estonia, and Thailand. The SEI research programmes aim to clarify the requirements, strategies and policies for a transition to sustainability. Our mission is to support decision-making and induce change towards sustainable development around the world by providing integrative knowledge that bridges science and policy in the field of environment and development. The Policy & Institutions Programme at SEI is concerned with systematically analyzing and providing advice on how to modify policy, institutions, governance and assessment processes.
ACEE was established in October 1992. It is a key technical supporting institution of MEP with the responsibilities of EIA, SEA research and application, international cooperation, EIA consultation, prediction modeling, and EIA monitoring.
At present, there are about 150 employees and experts in ACEE. So far a number of achievements have been achieved. Hundreds times of technical review of EIAs of large projects are carried out every year. It was ACEE that introduced the Clean Development Mechanism (CDM) and the policy of Total Amount Control of Pollutant Discharge into EIA, as well as incorporated ecological impact assessment into EIA. It has developed a dozen of EIA technical guidelines. Recently, ACEE has established a key laboratory of EIA modeling.
Moreover£¬the recent researches are the SEA of different industries and SEA of macro policy. In September of 2008, the Special Study on EIA of Macro Strategy of Environment in China has been finished, which provides the foundation for the further establishment of SEA in China.
As a research institute under the leadership of MOT, CATS carries out predictive and fundamental research of public interests for transport government authorities and the whole industry. These studies cover many aspects including policy-decision support, transport planning, environmental protection, financial research, information technology and standards of transport, transport safety and logistics, etc. CATS is also active in international technical exchange, consulting in transport, and relevant design, construction and supervision of transport projects.
SACEE was founded in 1994£¬is a institution affiliated to Sichuan EPB. The main tasks are appraising and consulting EIA of projects in Sichuan£¬meanwhlie do some experimental work about environmental supervision.
Xichang Municipal Environmental Protection Bureau was established in 1998 with the main responsibilities of environmental management, environmental monitoring and supervision. It is divided into administrative departments, environmental supervision team, and environmental supervision station with the total of 32 staffs.
